folders permissions

I have installed Ubuntu RC to my HDD
I have some questions:
How change folder permissions (include subfolders)?
I know, that I can press right mouse button and change permissions, but
permissions change only for one folder. In KDE Konqueror was function to
select "change in subfolders too" (or something like taht), but in gnome
I didn't find this function.
Why my second fat32 partition didn't mount automaticaly on startup? And
why i can view files on this partition only after "sudo" command (sudo
nautilus, and than browse folder /mnt/fat32). I also can't change
permission for this partition.
