Absolutely -- anyone is welcome to create a derivative of Ubuntu.  If
the current artwork images stay as the default and people want to create
a less controversial master, that is completely fine.  Just as if people
want to create derivatives for specialised purposes (a la KnopMyth, or
whatever).
