List etiquette?

Just wondering if it would be appropriate for the list-admins to consider
sending out a periodic reminder to the list, reminding users to:

Configure their mailer to post in plain text, not HTML.
Not all mail readers (nor newsreaders, for those of us using gmane) can
handle HTML, and such posts look messy and hard to read.

Trim quoted text to the minumum necessary for context, and interleave
quotes and responses in the conventional conversational manner.
This makes threads easier to read and follow, and bear in mind that even
now there are still people out there on pay-per-minute dialup,
particularly in less-industrialised countries.

(It's a sad day indeed when you start to see slug-trails on a Linux
mailing list.. :-( )

David.
