How can I manually select and download packages using a web browser?

You can try

  sudo apt-get install -s wvdial

('-s' = simulate). This will show you which packages you need, and
those you can download manually from 

  http://archive.ubuntulinux.org/ubuntu/pool/main/

and install them with 'sudo dpkg -i *.deb'.
