Correct Way To Disable Loading A Module?

Markus, just to add to this, I was working on a new Ubuntu
installation, less than one our old.  The install must have tripped
the executable flags on alsa-base.

In any case,  the module still loads. 

Manual unloading isn't cooperating, either:

"rmmod agpgart" produces "ERROR: Module agpgart is in use by via_agp", and,
"rmmod via_agp" produces "ERROR: Module via_agp is in use'
