This is a long-standing and neglected RC bug in Debian:
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=227972

Currently, you need some tweaked packages for both Debian and Ubuntu
to use SELinux. Please look at http://www.coker.com.au/selinux/ for
details and how to get the missing packages.
