This issue has been lurking for a while, but it's not something that we can
fix for the impending release of Warty.  I think that probably hotplug
should run earlier in the boot process, but this is a major change to the
boot process which would require extensive regression testing.

A simple workaround for now is to add the drivers you need to mount your
filesystems to /etc/modules.

(there should probably be a bug in Bugzilla to track this...)
