No, you do not need to recompile the kernel.  Probably you need to load one
of the CPU frequency scaling drivers.  Which one you need depends on your
CPU.

ls /lib/modules/`uname -r`/kernel/arch/i386/kernel/cpu/cpufreq

will give you a list.
