I would recommend removing gdm startup only from one runlevel (e. g.
3) by deleting /etc/rc3.d/S99gdm, and add an additional option (like
'(no X)' to Grub's boot menu: edit file /boot/grub/menu.list, find the
line which starts with '#altoptions' and add a new line directly under
this:
# altoptions=(No X) 3
Then run 'sudo update-grub' to actually commit the change to all
installed kernels.
