Subversion update to version 1.08 or 1.1.0?

Warty is in a very strict freeze state for the release scheduled for 13
October, so we won't be updating subversion in Warty unless it is the best
option to fix a bug which is critical to the release.  1.0.8 will enter
Hoary as soon as it opens, and 1.1.0 in time.
