Taskbar issue ?

You found a bug in your system.  It should have been running already so
1. is not a worry when it works
2. stange, should have
3. right clicking on the top menu shows whatever you add on the top
menu, right click on the bottom one, shows on the bottom menu.

You suggestion is already the way it is. I've never seen it behave
like you say it did.
