you quoted the answer to that one ;-)

ubuntu is frozen this means that no new packages can be considered for 
inclusion and all updates need a bug fix attached to them as part of the 
  update.  So at the moment there are no new packages being submitted. 
If you have a bug fix contact the maintainer and if that's accepted it 
will be included in the usual manner.

I'm not sure how it will work in the future but I am sure the ubuntu 
developers will accept third party sources for inclusion in the universe 
  build process but they might want to check the licence and security of 
packages in universe before they are allowed in.

I think multiverse is for the 'everything else' that can't be including 
into the 'everything else' universe but everything has been quiet on 
that front for a while.
