changes to wiki, hope it is OK

Have added a DocumentationAre under Resources for issues about documentation and documentation.

Have put up a proposel - 'Tags' -  at http://wiki.ubuntulinux.org/TagsDefined as a way of categorising documentation.

hope this is apropreate use of the wiki.
