It really is scaled down.
Note though, that you likely are not noticing any slowdown in use (I
don't at any rate). The daemon is very good at ramping up the clock
whenever load increases. In contrast to other setups I've used
previously, I really can't feel any difference at all whether scaling is
active or not, so I'm just happy to have a cooler machine whether on
battery or plugged in.
