CPU scaling?

I just enabled the "CPU Scaling Monitor" applet in Gnome and its
telling me that its scaled down to 66%?!?!
I'm plugged into the power.. so it should be at 100%.. 
Is the monitor lying to me or has it really scaled down for some odd reason?
