Package Selection Process

Hi,
How does one go about requesting that packages get included in the next
Ubuntu release.  I can't seem to find the Package Selection Process Page
on the Wiki even though it is mentioned on one of the other pages about
participating in the community. Should I file a bug in bugzilla as a
feature request, start a thread on ubuntu-users or ubuntu-devel, or edit
a page on the wiki or something else?
