VNC Server/Oddities on reinstall

I have recently was using hoary and things started breaking: trash applett,
sound applett, metacity crashing on new windows opening, etc...  So I
reinstalled off the lovely new warty cd's.  I then dist-upgraded to hoary
and everything is working much better.  I don't know why, its upgraded to
the same thing.  Any ideas why a fresh install of hoary is somehow different
then a 8 day old verson of hoary (both installed the same way).

Second, I noticed this time around I don't have VNC support any more.  I had
been able to go to the 'computer' menu and then open the Remote Setting (or
something) program, and be able to allow people to control my computer via
VNC, as well as set a password.  I can't find it anymore.  Where has it
gone, or what else do I need to install to get it back.
