On Debian you do "/etc/init.d/dhcp3-server stop",
"/etc/init.d/dhcp3-server start", "/etc/init.d/dhcp3-server restart". I
think its the same on Ubuntu.

I know this way "/etc/init.d/networking restart" maybe there are others.
