dhcp and other questions

I'm trying (very trying) to build an ubuntu router/firewall/server for
home.. and I believe I'm MOST of the way there..
When I'm done I'm going to document it for a step by step guide much
like www.ubuntuguide.org
But seeing as I'm just learning my self at this stage I'm having a
couple of issues..
First of all, how do you stop and start the dhcp server ?
Also how do you force an ubuntu PC to "renew" its dhcp lease on command?

Also I'm using webmin a _lot_ for configuring stuff (and it works
really well for the most part), but for the adsl setup side of things
it wants rp-pppoe and that doesn't appear to be in the repository..
whats the process for putting it into the repository?
I've found rp-pppoe rather functional in the past.. and would like to
continue using it.
