Locale can't be changed in Warty

Why are you switching FROM utf-8 and TO iso-8859-15? Hoary will be UTF-8
by default, so it's better to keep it there.

You need to change your environment variables as well (look in
/etc/environment). Try logging out and back in again, it should work
better then.
