I can confirm that mp3gain works quite well, at least under Windows. 
I haven't tried it in Linux, but the windows version does a good job. 
It also includes the ability to normalize MP3s an album at a time, so
you don't end up with quiet songs on an album being brought to the
same volume level as the loud ones.  This way albums sound the way
they were supposed to, track-to-track, but the collection's volume is
still normalized.  Very handy.
