When I "apt-setup" for "ftp" the console hangs

You might try just setting everything back to the default sources.list
which I'm sure is out on the internet somewhere. This won't get you
the speed of a mirror right next to you but it'll get things working
until you figure it out.
For reference your /etc/apt/sources.list should look something like this:
deb http://archive.ubuntu.com/ubuntu warty main restricted
deb-src http://archive.ubuntu.com/ubuntu warty main restricted
if you want an ftp server instead simply put
deb ftp://whateverserver.com/path_to_ubuntu folders
If you tell me the name of the server (if it's public) I can try to
construct a suitable line for you.
