I used debmirror to grab a full mirror of i386 (but without source)
for warty (main, restricted, multiverse, universe). It comes in at
about 8GB all up. I have it on my laptop so I can install anything I
need 'on the go' when I dont have internet access.
Read the man page for full details but here's my command:
debmirror -p --nosource --host=mirror.pacific.net.au
--root=linux/ubuntu --method=http --dist=warty --arch=i386
--section=main,multiverse,restricted,universe /opt/ubuntu/
Then you just add that directory to sources.list:
deb file:///opt/ubuntu warty main restricted multiverse universe
And you have a full 'offline' repository including absolutely every
ubuntu package there is. Of course not everyone can just download 8GB,
so this may not be perfect for you.

PS: I think the 'debmirror' in warty is a bit old and doesnt even
support http, you will beed a recent version for the above command to
work. Grabbing the deb by hand from hoarys repository will do.
