FAO Ubuntu team : feature request : CPU frequency control ?

I am trying to make my PC as silent as possible (I value acoustic
comfort a lot...), and found on gnomefiles.org 'emifreq' an applet that
allows to control CPU freq and displays CPU temperature, which would be
nice to assist me in lowering CPU fan speed, hence noise as much as
possible, without frying the CPU.
I installed it, but when I try to start it by hand (it didn't show in
the Gnome 'add applet' dialog, do I need to log-out and in again ?), it
returns this error:
"CpuFreq support not available. Check sysfs is mounted and your
CPU-specific module is loaded or built in the kernel."
Does that mean that something needs adding into Ubuntu's Kernel, if so,
could it be added to Hoary ?
Or is it just my system (H/W) that doesn't support ?
