2) I definitely think we need to differentiate, for two main reasons:

a) Given that we're using official hosting to link to unofficial
teams, I think it's important that we note that unapproved teams have
_not_ been approved by the community council. If we don't, the only
other option is to not mention them at all, which is the opposite of
the point of the site.
b) While some of the "new" teams are active and getting geared up for
approval, some of them are not. Some are simply placeholder pages of
"we exist! email me if you're interested", so we need to at least note
that they're not set up entirely yet.

I'll look into adding a page on what approval is, how to do it, and
how to help out a new team later tonight.
