[ubuntu-us-ut] Ubuntu Dual Monitor Weirdness

I am having a weird issue with popup menus in certain apps with dual
monitors.  I am using 8.10 with intel video drivers.

In various applications (Firefox, OpenOffice.org, Eclipse and others)
with I open a popup menu, the menu opens on the other monitor (i.e.
the monitor the app is not on).

I've googled and found little.

Here is a picture of firefox which is maximized on my external monitor
situated to the right.  You can see my mouse on the bookmark toolbar
to the right, yet the menu is open on the left, laptop monitor.
