   - Solidly conservative. I believe in limited government, low taxes,
   property and gun ownership rights, freedom of religion, and families as the
   core of any stable society.
   - Special interest in youth. I have served in many youth programs
   including scoutmaster. I believe our youth should have access to a
   high quality and challenging education.
   - Technology expert. My profession in computer engineering gives me
   additional insight into technology issues facing Utah such as electronic
   voting, UTOPIA, and bringing technology companies to Utah.

I also believe in limiting government and have a hard time giving up one of
my rights under the guise of "protecting the youth". I also think that
access to high quality and challenging education for youth is also
important. But removing access to public Wi-Fi could limit this goal. And
finally I don't think this bill sends the message to technology companies
interested in coming to Utah that we are technology friendly. There are
other issues about where do you draw the line. Is Verizon wireless
responsible for letting kids access questionable content from their cell
phones on the mobile web? This bill really seems like an attack on free
speech and the 1st Amendment. I hope you will reconsider your bill and see
it as a step backwards for our state.

My name is Dominic Goodwin and I have recently learned of a bill th=
at you are sponsoring. This bill is referred to as HB139. After reviewing t=
his bill I would ask you to reconsider your position on this bill. I do not=
 believe that this bill would accomplish what you would like to accomplish.=
 This bill is being put forth as a measure of "protecting our youth" from i=
nappropriate material accesses for the open networks. I believe it to be ve=
ry noble to want to protect our youth as well. This protection should be an=
 important subject and is a difficult problem in today's hi-tech society. H=
owever, this bill makes it so the companies that have invested in providing=
 free Wi-Fi access to the public are at a disadvantage to large mega corpor=
ations i.e. Comcast. Free Wireless access points around our great state is =
an asset to the community at large. Educating the masses would be more effe=
ctive in preventing underage access to inappropriate and harmful material f=
ound on the internet. I believe that personal responsibility in educating o=
ur children in the proper use of the internet is more substantial than legi=
slation that effectively removes wireless access from public places. From y=
