I think Wave is a very useful tool when used for small wiki-style
collaboration and certainly has a place in the future as a companion
to open source projects. That said, there a few issues with your
proposal that I think need to be addressed:

1. Wave is not a tool for overcoming a "multiple account" barrier.
It's actually yet another protocol that anyone looking to participate
would have to have the ability to use. I think it works best for
collaboration on document driven communication somewhere between
wiki's and e-mail. This is exactly how they have been pitching it.
However, once you start trying to use it to replace IRC, IM, forums,
etc., it starts to feel less useful.

2. Google Wave, the service, is different from the Wave Federation
Protocol. As it exists currently, the only free implementations
available are the reference server provided by Google[1] and
PyGoWave[2] (which is still unstable). One must consider that some
people in the free software community have philosophical issues with
Google. I think anyone pushing Wave should also look into running
their own Wave server for those who do not wish to register for an
account with Google.
