[Ubuntu-US-PA] I am at a roadblock installing Ubuntu

Greetings to all, I was on a library computer accessing via hard wire, when I tried the following. I went to http://www.ubuntu.com/download/ubuntu/download to download to USB drive Ubuntu. I scrolled down
to number 2 burn your CD or create a bootable USB
stick. Then I click show me how. I followed the following directions.
Windows
Insert a USB stick with at least 2GB of free space
The easiest way to get up an running with USB is to use the USB installer provided by pendrivelinux.com. You’ll need to download and install and follow the instructions.
Download Pen Drive Linux's USB Installer
Select Ubuntu Desktop Edition from the dropdown list. I did this. At the next step nothing happened. What happened ?
I believe that I selected desktop 11.04.
2. Click 'Browse' and open the downloaded ISO
file I was to select _____________
3.Choose the USB drive and click 'Create'
