[Ubuntu Oregon] let's do events!

That reminds me, last month it was brought up at an Ubuntu Hour that a
release party might be called for for 18.04, not sure if it's related to
the above email, but in my head it's at least tangentially related. I
figure we should start getting the ball rolling now.
