I don't think there's a problem.  I think there's simply a wave of 
concern because the original email could be interpreted as "we need to 
prune people from the mailing list who don't participate".

If the process will be as Jeremy has stated (i.e. an annual email will 
be sent to each LP user and must be acted upon to remain on the list), 
then I don't think anyone on the list will have a problem with that.

If the criteria for membership becomes more stringent than that, that's 
where some of us have cause to argue for our continued membership.
