You may also want to consider whether you want people besides yourself
to load up the VMs, or just you.

For Virtualbox, there's http://code.google.com/p/phpvirtualbox/

Another option is to use Eucalyptus, which basically provides a
private version of the services that Amazon's cloud services. It's
more complicated to setup, and a bit more complicated for your users
to use, but it's a lot more flexible. You can see some screens here:
http://www.ubuntu.com/cloud/private/deploy

So it depends on what your goals are:
Easy to use for you and your users? Virtualbox with phpVirtualbox
More advanced setup but more flexibility? Eucalyptus.
