ubuntu-us-nj In a bind

I am trying to run some server stuff on Ubuntu (coming from Windows where everything & one is admin) and I get this error:
 
Another application or service may be using this port
ERROR 13 binding Gopher socket port 70
seteuid FAILED
Operation not permitted
 
I tried nmap -sT -0 localhost and the only services running are on ports 631 & 5900.
So I'm assuming the program doesn't have permission to bind with the ports.
