[ubuntu-us-ma] IDE suggestions?

Hi everyone,
I'm looking for a more streamlined way to look up functions other than
google and ctrl+f. For example, with gnome, I haven't figured out how
to look up functions at all, and when I was using the gtk API, I had
trouble navigating its object tree of documentation so to speak.
Anyone know of an IDE that could help? I'd love to be able to just
look up a function's documentation/declaration/implementation straight
from its reference. KDevelop looked promising in that it links up
with the documentation installed on your computer.
Any advice is greatly appreciated,
