There is always PHP, which has many frameworks from the Zend Framework, to
Cake. I've only had a small exposure to Symfony, but like it as a PHP
framework. CMS systems like Drupal do pretty well out of the box for lots of
"web applications" if your application revolves around content.
If you want to use Python, then I would suggest Django.
