You should be able to do it with Inkscape, Xara Extreme, Skencil, Gimp, or Openoffice Draw. Just set up your Page size to what ever you want it to be. Unless you have a large format printer though you might have a problem printing it. Just save it as a PDF file and you can go to a place like Staples or OfficeMax and have them print it for you. OO Draw can save it directly to a PDF, and I think the rest can save it as a PDF under "Save As".

    Exactly.  I need something that I can tell it where a hole is, draw 
one there, and then print it and get the hole where it needs to be (not 
just a number of pixels from the top or bottom.)

    I'm told CorelDraw has it; the guy making his own flight simulator 
makes panels with it, that way, except he HAS Windows boxes around the 
house, and I don't even have one.  :>

    Ever do anything like this before?
