For a little while now I've been helping out with a program called Keryx. Simply put, Keryx is a cross-platform portable application for downloading packages for an offline Ubuntu/Debian machine, putting them on a USB stick, then installing them on the target machine. For a better explanation of how it works, check out this tutorial I wrote.
Planning for the 1.0 release is under way, with a complete redesign (both core and GUI) in the works. Tomorrow (Thursday) at 8PM Eastern time, we will be having a meeting about the plans for 1.0 in #keryx on freenode. Keryx is written in Python with wxWidgets for the interface, so if any of the Florida team Python hackers would like to join the project, we'd love to have you! Keryx development happens on Launchpad.
