[CoLoCo] ! purpose of the coloco list

I think we have lots of options.

Multiple lists is a pretty common solution.  If we had multiple lists,
I'd suggest a new one be created for off-topic posts and discussions,
and that the current one be retained for stuff that is related to the
intersection of Ubuntu and Colorado.  I would suggest that it continue
to be open for everyone to post.

If we want it, I don't think technical or bureaucratic issues would
get in the way.  There are lots of ways we could get a second list,
and if folks really wanted it I'm sure hosters and moderators would
step forward.  It wouldn't have to be an official Canonical-hosted
list, or we could make a case for this being useful for other loco
teams also and try to set the standard.

I think at some point launchpad is planning to support an option of
letting moderators (or more?) mail the membership of the launchpad
team, so that would be another option at some point.
