This is what my brother said:

"Well, I made one with Moho, which used to be available for Linux.  (It's
now known as Anime Studio, and seems to only be available in Windows.)
That animation was *exported* to SWF, and there were lots of problems with
doing that.  (For one, it loops endlessly, and I can't seem to do anything
about that.)

If your goal is to make Flash animations, I would recommend using Flash
(in Windows).  But if you don't mind using a video format, then Moho is
fun to play around with."


But, he may be wrong. I did find this:
