Here are some tips from Rob Savoye, local FOSS hero in Nederland and
leader of the gnash (free flash) project.

F4l never even generated any code. There is also FLAME, which also
doesn't yet either. The only free IDEs are the ActionScript 2 plugin for
Eclipse (never tried it) and OpenLazlo. Lazlo has it's own widget
library instead of using Adobe Flex.

For Gnash, we use mtasc and Ming (which we also support), but both are
only command line driven tools. I've got a pretty full list of Flash
creation tools up on our Wiki:
http://wiki.gnashdev.org/wiki/index.php/Tools. Our hope is one of these
days we can have somebody put a GUI on top of Ming.
