[Ubuntu Chicago] blacklist problem

Hi, I have a problem when I want to blacklist a module.For example If I blacklist my onboard sound card that I don't use after restart all is ok because it's not loaded into the kernel, but If I  blacklist the usbcore or something else  it still loads after next restart .Not all modules can be blacklisted and why  ?
