[Ubuntu Chicago] two, possibly three, questions

Can I safely remove earlier versions of ubuntu from the boot list, if so, how?
Can I safely install the program that will allow me to read and write to the windows partitions?
I am hoping to eventually run Ubuntu only but the other person who shares the apartment occasionally uses this computer and prefers windows.
