[Ubuntu-US-CA] weird emojis in thunderbird

My Ubuntu 16.04.3 LTS  has suddenly stopped bringing up the WiFi network
connection.
The Ubuntu displays my Wifi network but will not bring up the network
connection.  Ran
network-manager restart, but no network connection.

Can you advise or refer me to someone with knowledge in this area.
