[Ubuntu-US-CA] LoCo Reapproval this cycle

Hi everyone,

The California team became an approved LoCo team[0] just under 2 years
ago so we're now subject to the reapproval[1] process this cycle.

The process for reapproval requires us to add to
https://wiki.ubuntu.com/CaliforniaTeam/ApprovalApplication with
details of our work these past couple years. We're an active team and
we've faithfully done team reports[2] so this shouldn't be a problem
for us. If you're interested in following the progress of the bug
report filed against the team for this process and/or would like to
help with the reapproval application please let me know your launchpad
name and I'll add you to the bug.

[0] Approved teams get CDs from Canonical, larger conference packs, etc
