Mainly, the leadership of the California LoCo had decided to move slowly
because we wanted to really earn the distinction and not be
rubber-stamped.  Since SCaLE7X we've decided (and been told by some
other community leaders) that the time was right to apply.  So we're
cleaning up the wiki and getting our ducks in a row.

We're having a meeting on IRC and this is the current discussion topic,
so jump into #ubuntu-california on irc.freenode.net now (or even later)
to discuss in detail, and after the meeting we can definitely discuss in
email as well.  I'll post an update when the logs are up.
