[Bug 262454] [NEW] spurious build-depends on binutils-dev, patchutils?

In reviewing sblim-wbemcli in NEW, I see that the package build-depends
on patchutils and binutils-dev.  Both of these are rather unusual build-
dependencies, and looking at the package I can't see any reason that
either of these is needed for building.
