Explanation of the Ubuntu delta and why it can be dropped:

Debian has rebuilt its package against guile-1.8 and has introduced some 
other changes so ubuntu changes can be dropped.

gnunet (0.8.0-2) unstable; urgency=low

  * Creating /var/run/gnunetd in initscript in case /var/run is on a tmpfs.
