There used to be things called international reply coupons,  which you
could send over seas for the recipient to use to exchange for stamps to
the same value, so if you find out how much it costs to send to the IOM
and then buy the right value coupons,  this was however about 20 years
ago, so not sure if the post office still do them, possibly they do.
