It may have been a deliberate change. For example if a background upgrade was being applied to pulseaudio and firefox, for the duration of the upgrade to that app you would be unable to use it at all - firefox goes haywire part way through an update
Is there anything in the release notes about it?

I am just trying to find my way around 11.10 and have noticed that there
appears to be an option missing, the option to have updates downloaded
in the background. Thus, when I respond to the cue that there are
updates available I have to wait for them to be downloaded before they
can be installed.
Have I missed something?
