Linux Emporium are excellent and have a fantastic reputation.  You do 
pay quite dearly for this though.  If you want a pc, elpatech are 
fantastic with good prices.  If you want a laptop, it is not quite that 
easy!  I honestly think that all the worthwhile things have already been 
said on this thread.  Now go pick a barebones laptop you would like to 
have and run it by us!  Or visit Amazon (or e-bay) and pick a Linux 
computer.  There are plenty!  Generally, if it comes with any flavour of 
Linux, it is likely to run Ubuntu.

The writer did indicate limited funds are a feature.
